VE GROUP , LLC , was established as a National Value Engineering Consulting firm on September 1, 1988. The founder and principal of the firm, William F. Ventry, has, for many years, been involved both in Florida and nationally in Value Engineering. With the Florida Department of Transportation for twenty-five years, his experience includes highway design, project planning, project management and Value Engineering . He is credited with establishing and then directing Florida's Value Engineering Program and it became one of the best in the nation.

Mr. Ventry also served as Florida’s Director of Pre-construction and Design and ended his career with FDOT as Deputy Assistant Secretary for Technical Policy and Engineering Services responsible for statewide pre-construction, construction, and maintenance activities.

As a past Project Manager, for FDOT, of major projects, Mr. Ventry has a complete and thorough understanding of the production phases of project development. Therefore, VE GROUP, LLC has a good track record of VE studies completed on time and within budget, without disruption of project production schedules, resulting in cost savings and improved projects for clients.

VE PROJECT STUDY TEAM LEADERS & WORKSHOP LEADERS

William F. Ventry, P.E, CVS is both a Registered Professional Engineer and a Certified Value Specialist (CVS). He has over 42 years experience in transportation engineering. Having served in numerous positions with FDOT, including Project Manager of major projects, as well as Chief Value Engineer, Mr. Ventry has a complete and thorough understanding of both the technical and Value Engineering assignments of transportation projects. In 1979, while Bureau Chief for Value Engineering, he established and then directed Florida’s Value Engineering Program for over 5 years.

Mr. Ventry is very familiar with state transportation departments, and Value Engineering guidelines. He served as a member of the American Association of State Highway and Transportation Officials (AASHTO) Standing Committee on highways and the AASHTO Value Engineering Task Force, that developed the “AASHTO Guidelines for Value Engineering, 1987”. He has personally served as a team Leader for over 245 VE studies and over 95 VE Workshops for transportation agencies. Mr. Ventry has also served as project manager on over 70 previous transportation contracts.

Ventry Engineering has received national recognition for our Value Engineering work with transportation agencies throughout the nation. We have also been informed that we have conducted more highway and bridge V.E. studies than any other V.E. firm in the U.S.

Gerald Love, Ph.D., P.E., CVS is both a Registered Professional Engineer and a Certified Value Specialist (CVS). Dr. Love has over 47 years experience in professional engineering and management positions in the transportation field, including the Iowa DOT and the Federal Highway Administration. He has had responsibility for all phases of major highway projects, overall project management and administration. Dr. Love has previously served as a Team leader, Workshop Leader and Team Member on 72 Value Engineering studies and VE Workshops for transportation agencies for the VE Group.

Tom Hartley, P.E., CVS is both a Registered Professional Engineer and a Certified Value Specialist (CVS). Mr. Hartley has over 37 years of technical experience, 11 of which were in Project Management for the Florida Department of Transportation. The use of computers is a key element to hi success as a Team Leader. Use of Design and Traffic applications provide efficient and accurate information for the Value Engineering team to make sound decisions during the project studies. He has a complete understanding of all FHWA and AASFTO Value Engineering guidelines. Mr. Hartley has served as Team Leader, Team Member, or Workshop Leader on numerous Value Engineering studies and Workshops for transportation agencies for VE Group.
